Can I send data from the same web app to 2 separate environments? (i.e install the snippet with 2 IDs instead of 1)

No, we cannot send the data from same web app to 2 different environments in Heap. This is because in the Heap snippet we can only add one App ID which corresponds to the environment you want to send your data to. 

Could you please provide some more information on why you want to send your data to 2 environments at the same time? I would be able to provide some recommendations based on your use case.
