Trying to create segment based on IP Address

I am trying to create a segment of internal users based on IP address to exclude from reports, since the site I’m analyzing has low traffic currently and internal traffic contributes a large portion of it. We don’t have identification set up, all the users are anonymous. 

 

When I defined a segment based on my own IP, it showed the size of the segment at 40 users.  This has me concerned that activity across sessions isn’t merging onto a single user profile for other users. 

 

Any ideas what might be causing this or any suggestions to correct?

I’ve figured this out. Looks like most employees have the same IP Address so it must be based on the network. I’m going to build the segment with User IDs instead.
